Our History
The Detroit Police Law Explorers Program boasts a rich history that began in 1972 with the visionary leadership of Police Officer John Henry Duncan. Serving as both the Department Coordinator and Associate Coordinator, Officer Duncan played a pivotal role in its formation. His dedication led to the establishment of 13 posts, one for each precinct (excluding the 1st Precinct), creating an opportunity for young men and women to engage with law enforcement.
Notably, Officer Duncan introduced the first Law Enforcement Explorer Post for people with disabilities in the United States, exemplifying the program's commitment to inclusivity and diversity. These early posts convened bi-weekly, setting the stage for what would become a nationally recognized initiative.
Officer Duncan and fellow officers, including Donald Kirkwood, Beverly Harris, and Robert Martin, understood the importance of structure and regulation in ensuring the program's success. In 1977, they embarked on the task of formulating the inaugural Explorers Manual, a comprehensive guide that would be completed in 1981.
The manual's release coincided with the inception of the first Law Enforcement Explorer Camp/ Academy, hosted at the Detroit Police Academy located at 6001 Cass Avenue in Detroit. This initial Camp Academy laid the foundation for all subsequent programs, ensuring a consistent and impactful experience.
In 1983, a significant milestone was achieved when the program hosted its first overnight Camp Academy at the Broadhead Naval Armory in Detroit. Participants spent five days and four nights immersing themselves in classes and learning about the intricacies of law enforcement as a profession. This event marked the beginning of a tradition that would shape the program's identity.
By 1986, the program had evolved to include its first out-of-town Camp Academy, held at Camp Wathana in Holly, MI. Here, the camp academy expanded its horizons, offering Explorers an opportunity to experience the challenges and rewards of camping while maintaining a rigorous schedule of required law enforcement classes.
Throughout its evolution, the Explorer Program has remained committed to simulating the facets of the Detroit Police Department. This commitment is evident in the program's rank structures, uniforms, and promotional exams, which closely mirror those of the police force.
Notably, Officers Kirkwood and Martin's contributions include the development of the Law Enforcement Explorers Patch, a symbol proudly worn by members of the Detroit Police Department's posts.
Traditionally, the Law Enforcement Explorers has actively participated in various citywide events. These events include, but are not limited to, the Detroit Police Department's Field Day, where platoons of Explorers march in formation and stand for inspection. Other past activities encompass the Mayor's Annual Christmas Party for homeless children, the annual Youth Day celebration, and the Thanksgiving Day Parade, reflecting the program's commitment to community engagement and civic involvement.
